Borno State Government FADAMA III Project Recruits Communications Officer (CO)
The Federal Government of Nigeria has received a credit from the International Development Association, part of which has been on-lent to the Borno State Government for the implementation of the Third National Fadama Development Project in the State.

Job Title: Communications Officer (CO)
Contract Type: One Year, renewable, (up to the end of the project) and based on performance
Reporting and Location
The Position will be based in the SFCO but will involve occasional travel to participating local government and communities. The CO will report directly to the SPC but will also liaise with the national communications consultant for professional inputs and advice.
Overall Function of the Position
- The CO will be responsible for the coordination of all communications activities within the project component in the state. He or she will oversee as well as coordinate activities concerning public awareness, enlightenment and communications for behavioral change on the project by the beneficiaries and members of the public or targeted audience.
- Specific Duties of the Position
- Responsible for day to day communications activities at the SFCO State Fadama Development Office
- Agree with the SFCO on the Management Objective(s) for the communications plan Prepare the communications plans, timelines and budgets
- Design and implement a communications strategy for behavioral change for the state Fadama program using available baseline studies on public perception to achieve management objective(s)
- Assist in conducting state communications audit and assessment
- Liaise with the relevant channels for press releases, press conferences, interviews, lectures/talks etc
- Production of relevant information (print and electronic) materials for distribution or broadcast to target audience
- Identify Local government information officers or National Orientation staff who can assist at community levels
- Identify modern and traditional channels of communication at community levels Organize project and interstate tours for journalists, Non-Governmental Organizations (NGOs), Fadama User Groups (FUSs), visiting trade missions etc
- Assist in the establishment of websites and information kiosks on State Fadama groups and their products as well as national and international market outlets for fadama products
- Organize and coordinate workshops/trainings for local government i formation officers, National Orientation officers to enhance the communication of the Fadama program at the grassroots
- Monitor and evaluate the success of the communications programs through simple qualitative and quantitative research on quarterly bases to ensure success of communications program
- Assist to establish partnerships and liaise with organizations, Community Based Organizations(CBOs) and civil Society Organizations(CSOs) that influence or impact on FUGs
- Assist in educating and enlightening FUGs and members of the public on search techniques for information on international/national outlets and markets for Fadama products
- Undertake any other responsibilities assigned by the State Project Coordinator (SPC)
Qualifications Required
- Masters degree in Journalism or Mass communication, sociology, psychology or any of the Social Sciences.
- Minimum of 3 years cognate experience in Development communications or 7 years post-qualification experience in the print or electronic media, social mobilization, publrc relations or advertising.
- Fluency in the local languages within the state is an advantage
- Good writing and oral communication skills as well as ability to organise events and functions.
- Demonstrated ability to teamwork.
- Computer literacy is an advantage.

Specific Duties.
- Provides guidance in capacity building through training of Fadama Community Associations (FCAs), Fadama User Groups (FUGs) and Economic Interest Groups (EIGs) to equip them with skills and the know how to carry out participatory planning, implement, operate and maintain sub projects.
- Organizes training and technical assistance in socially inclusive and participatory development of Local Development Plans (LDP5).
- Facilitates the provision of technical assistance, training, experience sharing and knowledge exchange opportunities to service providers with the aim of building professionalism and technical capacity in the provision of advisory services.
- Facilitates periodic evaluation of the activities of this sub component.. Contributes.to the preparation of SFCO annual work plan and budget
- Ensures that operational guidelines for capacity building sub-component with respectto training and technical assistance are followed.
- Estabhshes and maintains linkages with relevant other projects and institutions operating in the State in the area of training and technical assistance with the aim of fostering comnplementary interventions and ensuring cooperation if it enhances effectiveness
Qualifications Required
- Master degree in Agriculture, Agricultural Economics, Agricultural Extension, Agricultural Mechanization, or any related field Persons with a first degree but with extensive relevant practical experience may also qualify
- Minimum of 6 years relevant experience in increasingly responsible position.
- Substantial practical experience in extension initiatives, demonstrated familiarity and a flair for marketing and small-scale agro-enterprise management.
- Demonstrated abilities as a team leader, net worker and manager.
- Good communication and writing skills. Computer literacy an advantage.

Reporting and Location
The Position will report to the Community Development Officer at the capital, but will be based at the participating Local Government Headquarters
Overall Function of the Position
Facilitators will be responsible for providing support to Fadama User Groups (FUGs) and their apex organizations - Fadama Community Associations, FCAs - in Project approach and procedures, social mobilization, needs assessments, and local development planning, so that each FCAhas prepared a Local Development Plan (LDP) with associated sub-projects which may be financed by the Project to address the priority needs of fadamatresource users. At least a woman and a man will be paired together for each LGA of the State to ensure that the voices of women and men are heard and expressed equally.
Specific Duties of the Position
- Introduce the Project to existing and potential FtJGs — explaining to them the rules, procedures, and basic approach of community-driven development;
- Help organize economic interest groups into legally registered FUGs, Facilitate the registration and creation of FCAs;
- Work with FCAs and their constituent FUGs to lead them through the local development and sub-Project process, Including needs assessments, sub-Project appraisal, and draftingof the LOPs, and
- Ensure full participation of FUG members and adherence to Project rules.
Qualifications Required
- At least a Bachelors level or Higher National Diploma in Agriculture, Rural Sociology, Anthropology. Rural Development or other relevant degree;
- Minimum of 3 years in local development, including direct field experience in social mobilization and working with civil society;
- fluency in local language required;
- Excellent communication and interpersonal skills; and
- Good writing skills required; computer literacy an advantage.
